 In the Western New York Iris Society, we encourage people to join AIS,
which means that they are automatically members of the State (Region) 
organization as well as the local WNYIS -- AIS sets its own year!! Thank 
goodness!! We have very very few folks who are members of the local only.
The range of ways to handle this problem of what is a membership year is
complicated and in my experience everyone handles it differently -- the
Science Museum pro-rates during the year and sends a bill for a partial 
year.  Other places do nothing at all, chips fall where they may, the 
subscription is for a year, and the year begins on Jan. 1 (or sometime) 
and you get more, or less, depending on when you join.. that's it!  You 
might need to sit down with a by-laws committee (oh, dear, another committee) 
and see what your group/location can/will handle.
