Yearly cutting back

I am extremely new to this gardening thing...but in one year I have
invested quite a bit of time establishing a perennial garden with
some color for every season. I am trying to make sure everything
blooms again next year. So I was wondering when I cut back the
irises to 8" stalks so they bloom again next year?
