Ellen, I have seen the QOS selection done both ways.  Sometimes, it is so
obvious what is QOS that a secret ballot is not really needed.  It may be
necessary for the runners-up to be selected by secret ballot, though.

Most often in the shows I have judged, the selection of QOS and runners-up
were selected by secret ballot.

It is best to make the selection by secret ballot because in a show-of- hands
vote, a dominant judge can influence the votes of the others, particularly if
he drove the judges to the show and those other judges want a ride back home. 
I've seen it happen.
