The two local groups that I am involved with always do a secret ballot for 
the QOS, even if there are two panels of 3 (bigger shows) with all voting or 1 
panel of 3.  I cannot recall that we have ever had the show committee nor Show 
Chair involved in voting.  I suppose that a "club award" might be different 
but the rules for it should also be in the Show Schedule and the judges decision 
is final.

I have been both judge, show chair and show committee and this is my 
recollection.
