Did you have a lot of blow in from Sandy?  Maybe you got more salt water
and that inhibited some of the bloom/growth?  I know some areas the
forsythia took forever to bloom and didn't bloom as well this year up
there.

I don't know if the low bloom height would be aftereffects of Sandy, but it
might be something to consider.
