In Win98: 
Right click on the icon for your connection in Dial-Up Networking. 
Select Properties. 
Under Server Types uncheck "Log on to network"

If you can't find Dial-Up Networking, right click on the connection icon
on the desktop, select properties, then Find Target.

PS  The window for the connection still comes up when an email with one
of the ads comes up, but it does not dial. Unfortunately, that is still
enough for Windows to attach the modem to that program, so that RapidCom
will not answer a fax call.   :(
