That would make sense, Rosalie.  The actively growing tip (of the 
fan) is a potent producer of growth-regulating hormones in most 
plants, and I would expect Iris to be the same.  These would surpress 
the growth of the tiny, dormant side buds all along the rhizome.  The 
nick in the the rhizome would probably have an effect on the downward 
(or backward--toeward) flow of the regulating hormone, allowing at 
least some of the dormant buds to break dormancy.  It is rather like 
the germination inhibitors we try to leach out of seeds.  This one is 
a growth inhibitor for the tiny invisible increases.  The process 
takes time--and probably requires leaching of the hormone from the 
rhizome too.
