By "light dusting of Steer" do you mean cow manure? If so, I'd be reluctant to
recommend that. I was told years ago that horse manure was okay, even fresh,
but even aged cow was liable to cause problems--specifically soft rot.
Something about containing vile microorganisms. I've just always avoided it as
a result. Someone will probably pipe up here and allow as how they mulch with
the stuff or something, but this is all I know about it. Except chicken is
worse.
The party line is that any manure should be placed in a sub-layer where the
roots will eventually reach it but where it is away from the rhizome.
Depending on how you planted those irises you might be able to work a little
bit into the surface, but I'd be real careful to keep it --and any rain runoff
that touches it-- well well away from the rhizomes. Might be better to start a
little heap and get it composting down with some other stuff for future use.
Of course if you are not talking about manure, well, ........
