Dutch iris are mostly annual here because of the wet summers.  Where
summers are hot and dry and the soil is neutral to alkaline with little
organic matter, they are perennial and will increase bountifully from year
to year.  I recall seeing some very nice clumps in older gardens in
Albuquerque when I was living there back in the mid-60s.

It is normal for them to produce winter foliage.  In Texas I suspect that
it will not be harmed by the climate.  It stays green here and then takes
off in the spring.

Similarly, English iris are strong perennials in northern Britain and in
the Pacific NW of the US and Canada, but fade rapidly in summer heat, wet
or dry.
