Tom,

I am not sure what you mean by the first chapter, there are no chapters
in the '99 Checklist.

I also assume that you got it from the AIS Storefront, and they should
be the ones that you get a replacement from. If not contact your source.

I have seen several and they have all been ok. You just had the fortune
to get a defective one.
