I would think that criteria would apply to Oregon and California
(maybe Washington state if you stretch it).  Not in the sectors
of the United States where we have the vast cases of 'rot', all
kinds. As long as we keep buying the lines, inbred or not , that
keep the retailers in business, there is no financial incentive
for change. Why should they change their lucrative business
practices when they don't sell irises that rot for them? Ergo,
probably the 'research' on rot in irises would not carry over to
the rest of the USA..to say nothing of other countries. 

*I'm guessing that most of the $$$ profits come from the rest of
the country flowing to the various iris heavens. I have
consciously changed my orders to reflect the lines that do well
in my soggy, humid climate. The cold mountain weather I garden
in is perfect for irises. I think I live in "iris heaven". ;-)

The extension services at the University of New Hampshire and
the University of Vermont (the only ones I am familiar with to
any degree) are not geared in any way to ornamentals. Unless you
consider field corn, oats and squash ornamentals. They kept
telling me for years to add the wrong amendments to my soil re
irises. As soon as I threw away their recommendations and
followed my instincts, I was able to successfully garden bearded
irises...and still no rot this year - this is almost certainly a
one-year manna from heaven...darn. :-(
