Here, in my zone 6b garden, I NEVER get fall rebloom on these irises until at
least Sept 15th, but most likely Oct. 1.

I disagree, Chuck.
Once they reach maturity, they will <not> start 
sending up bloom stalks
unless/until there is adequate available soil 
moisture.

& soil moisture is a
function of temperature, rainfall, texture, 
competition (either from other
parts of the clump or weeds), wind, 
humidity, and preceeding soil moisture.
Plus available soil moisture includes rooting volume/access to moisture.

A
little spritz of rain may keep the grass green, but isn't enough to 
trigger
rebloom in most rebloomers here.
