I grow an Echium which I first got from Judy's Perennials in North San Diego Co. called Echium handiensis which looks like yours. In bloom now with those loose vivid blue flower spikes. It makes a perfect 2 ft. dome in good sun, but becomes straggly in shade.  It re-seeds modestly in the garden, so one has a few volunteers to replant after the mother plant becomes leggy (about 3 years). This name may not be correct, but that is what it was sold as.

No matter how I've tried I can't seem to collect seed from the bloomed out spike. I'm going to try again this year Tim!
