I wonder if it might be Lavandula stoechas ssp. luisieri? I am growing this
from  seed obtained from a botanic garden and it fits your description of
leaf and scent exactly  ..

I shared my seeds and seedlings so I ended up keeping three plants.The two I
planted outdoors grew well but haven't flowered yet from a spring sowing. I
dug one up  in September and it subsequently died. The one left outside
looks a bit battered after the bad weather we've been having.The third plant
which I had kept in a pot is smaller but looks healthy . 

I'll let you know what the flower is like..this summer I hope.I don't know
if the flower of L viridis would have a tuft of bracts at the top ?
