seen was at about three feet and that looked pretty
hard all around and quite bare at the bottom after
just a few years.

What about one of the really dwarf Escallonias (such
as 'Newport Dwarf') or Rhaphiolepis 'Pink Dancer'?

Isn't there a very tiny Myrtus communis selection
('Minimus' or some such)?

Maybe you could even use a semi-trailing rosemary. 
Wasn't there discussion here not too long ago about a
Rosmarinus selection that reached only two feet?

Has anyone had good success with the dwarf selections
of Ilex vomitoria or Ilex crenata as hedges?

Or you could thing about those traditional knot-garden
plants such as Santolina, Lavandula, or Satureja
montana.
