Diane,
I'm surprised that your municipality uses Castor Beans in public displays. Yes, the foliage is spectacular but every part of the plant is deadly poisonous. I think it would be safer to use in backyard situations of gardeners without young children.

We have magnificent gardens to enjoy as we wait for a traffic light to change, or visit a library or government building.
