Elizabeth,
rugosa roses are well known for their ability to take the salt spray.
Whatever else you choose to plant, you may want to include a specimen or
two as accent or even as a hedge of sorts.
I would also try looking in my local library for ideas. I've seen many
pictures of gardens right near the beach growing happily. Since I'm firmly
entrenched in Kentucky, I dare say that I didn't take the time to see what
the plants were. But you can always start by looking at what other folks
have done successfully.
