Miscanthus sinensis (silver Japanese fountain grass) certainly has this
characteristic, though it can be very invasive. I call it "Mischievous"
for this reason. It is cut back to the ground at any point during
the winter you desire it (unless you live in a frost free climate) --
the golden grass and seed heads and not tremendously unpleasant to look
at -- and it will regrow. For this reason you can plant things that
need a lot of summer shade but winter sun (like bulbs) under the clumps
(they arch and form a "roof").
