In my really wet climate (PNW) I used a
layering method of 
compost or yard debris
CARDBOARD (flattened boxes, etc.)
compost or yard debris

Did this in the fall, using dead perennial tops,
leaves, grass, anything available, it worked great
and I could plant that spring.  In previous trials,
 newspaper decomposed too fast and grass came
through.  It worked for the most part, but
cardboard worked better in my wet climate.

Windy and Elle:

Another way to keep the tarp or newspaper
down without blowing away is to
cover it with mulch.  Looks attractive while
nature does it's job.

I've made a new bed without digging by simply
layering newspaper heavily
and covering with wood mulch.  By the
following spring the soil was great
and full of earthworms feeding on the
decomposing grass and newspaper.  Got
the idea from several gardening mags.  Worked
great!
The ornamental grasses I placed there are
putting up plumes now.
