can't water...need help!


Hi all-
As a newbie gardener, I'm at a loss of how to manage with our
water-restrictions.  We can't water anything but vegetable gardens &
fruit trees.

Will cutting back my perennials severely help them out?  I don't care
what it will look like, I just want them to live.  

We've already lost many plants and shrubs - if it weren't for the
hydrogels/crystal polymers used when planting this spring, I would have
lost much more.  There isn't anything in our garden that hasn't been
planted or transplanted in the last 2 1/2 yrs, so I don't know if much
is considered really "established". The only shade is that provided by
the house.(the major drawback in new construction)

All suggestions are appreciated.  TIA

Barb (southeastern PA) where the closest we've come to rain in the last
month is watching it rain about 1/4 mi away...    :(
