I can understand the rules for plants-but seeds are a poor vector for diases
Is this issue important-YES. Look what has happened to daylily rust-in one year it came into the US and by the next year it was imported to most states from Florida and to other counties.
I am a strong believer that all plant material coming into this country should be certified clean.
