What about some varieties of sedum? I haven't grown many (most of my
beds are too shady) but I understand that they come in a variety of
sizes and colors, and have some visual interest most of the year.
Liriope is nice, very easy. They can be divided periodically, so you
could eventually have quite a bit without spending much...
What about an herb border? There a lots of attractive herbs, and as a
bonus, you can use them. (Watch out for tansy and oregano, though,
they're taking over my herb bed!)
