Probably all of the above. Actually, colors may be quantified.
Graphic artists use color scales such as Pantone to reproduce
specific colors and shades (take a look at the chart at:
http://www.sfo.com/~coredata/colors.htm).
Also, the Royal Horticultural Society also produces a reference color
scale (RHS Enterprises Ltd, RHS Gardens, Wisley, Woking, Surrey GU23
6QB, ENGLAND) and I have seen certain catalog descriptions in which
this (or some other) is specifically referred to.
Admittedly, this is more detailed than most of use are ever going to
get into, but it does provide a reference point (much like a
scientific name), so that we can all be speaking about the same thing.
