Janet,
I just planted my first tree peony this spring, but according to everything
I can read on peony web sites, tree peonies make a woody frame like shrubs.
You wouldn't cut your shrubs to the ground I don't think. I would do some
judicious pruning for shape when it's through blooming. I think waiting
until it's dormant to prune will cut off dormant flower buds. Hopefully, you
will get a definitive answer from someone on the list.

The May issue of Horticulture doesn't address pruning, unfortunately.
I do note that my plants do put out smaller shoots from the crown of
the plant. I have also heard that some plants of tree peony are
grafted upon the rootstock of the non-woody kind, so be aware that
sprouts coming from the base of the plant might be of the herbaceous
type. This should be rather easy to tell from the type of foliage.
