If your tree peonies do not die to the ground every year, of course you can
prune them. Judiciously of course but why not - any plant can be pruned if
you do it properly.
As to whether you will hurt them - unlikely. Mine die to the ground every
year and throw buds on the new growth. Now, they'll never bloom like the
ones in warmer climates but they live. (Or at least they did until I dug
them up and gave them to a friend last year as I decided I didn't like that
particular shade of yellow);-)
