Why not try the familiar "peony rings" such as shown here:

Not all my peonies need them - the Pink Hawaiian Coral has nice 
strong stems that have never flopped, even after heavy rains.  These 
rings are available at garden stores in a variety of sizes, and for 
me, at least, they also serve to remind me during the winter and 
early spring, where the plants are located.

Not generally, altho there are some cultivars, such as the pretty 
yellow-orange Kinkaku, whose flower stems are so weak (or the flowers 
so heavy) that they flop down and are lost in the foliage.
