There are hundreds of plants, including perennials, that flourish in
southern CA...just not the ones you might be used to if you are in
the east, midwest or PNW.  Check out CaliforniaGardens.com's lists
for starters.  I know for a fact that Agapanthus are practically
weeds there - grow in the median strips of highways.  The climate
permits year around gardening; there are a lot of plants who do not
require cold dormancy and you will be able to grow plants that are
simply not hardy for most of the rest of us.

Don't know much about storing gray water; have heard of it being done
in 50 gal. drums.  There are assorted issues - codes and regulations,
filtering, etc.  This site may help you.
