There is the evergreen clematis, Clematis armanii, also evergreen is
Akebia quinata, which blooms with odd little dusty pink flowers that are
interesting and fragrant.
I sold a evergreen honeysuckle this year called Lonicera henrii, that I
kick myself for not keeping one for myself.  I don't know if it is
fragrant, but the picture in the Random House Book of Shrubs was quite
attractive.
There is one more that comes to mind.....Holbollelia (sp?).  You'd best
check on the hardiness of that one, tho.

None of these, save the Clem armanii, are prolific bloomers, so what I
suggest is that you plant your evergreen for the foundation, and allow
some of the hybrid clematis to use it as a trellis and climb through
it.  That way, you get the evergreen effect, but you get the great
floral effect of big flowers.

Good luck.  My favorite is Clem Henryii, which is currently loaded with
50+ flowers, each the size of a picnic plate, glowing white, even at
night.  Well....maybe Will Goodwin is a current favorite....oh, yeah,
and Ramona is an unearthly shade of palest lavender...forget it.  Pick
your own.
