I've been doing my Delph's like this for a couple of years, and yes, they do
come back to flower a second time.  The same for yarrow-although I don't cut
them down to ground zero, but I get rid of spent flowers, trim them up abit
and they will flower again.  The second flowering isn't often a spectacular,
but hey, it's still flowers!
I ususally cut my Delph's back to six inches.  Right now it is in full flower
and beautiful, blue with a white bee.
