Hello Sophie, 
	I have looked through both of my peony books and can not find your
description listed for diseases. I would suggest you call your county
extension agent and put them to work on the problem. That is what they get
paid to do and they will be glad to help you. you could also try the on
line services of the extension offices and look for pamphlets on the
subject. Purdue is on line and many of the other States.
	No direct help, but perhaps some places to look. Good luck with your
