Doreen, I've grown echinops for a few years now. I'm surprised
yours hasn't grown, since they are usually pretty fast growers.
The one I put in this spring has a bud on it - still short, but
went from about 8 inches to maybe 15 inches in six weeks.
The new one was to replace a large clump (the oldest) that didn't
return this year -- too much snow? It's in a very well-drained bed
and a seedling from the old plant has grown and is now almost 3
feet tall and blooming. Another is in a shadier bed, a bit shorter,
but also budding. Another bed I tend for someone has two clumps in
half-sun, three years old now, green, healthy, & blooming. They don't
like too much water or fertilizer, that's all I know! Pretty
trouble-free.
