Phlomis tuberosa 'Amazone'

Hi all
I bought this phlomis this spring. It is described as 4' tall and 2' wide.
This year
it is essentially a basal rosette with a tall flowering stem. Is this the
normal habit
of this plant or just its youth? I would like to use it as host plant to
a scrambling geranium, which will only work if it becomes more structured with
age.
