You can cut it all the way to the ground and it will send up new shoots in a couple of weeks. It will then stay manageable for the rest of the summer. Pea staking would be better than a peony hoop, I think. I like to think of this plant as a weaver and let it do its thing. Once the blooms fade, I get out the hedge clippers and shear it right back to the ground.
