Daylily clumps expand like other clumping perennials, increasing in size
each year. After 2-3 years clumps can be divided (I don't necessarily agree
with the "divide everything every three years" rule).
That friend of mine who is big into the local Hemerocallis society grows her
daylilies the way your neighbor does. It's more of an efficient space
saving practice than anything else. She has at least a hundred different
varieties of daylilies in a relatively small space, constantly cutting off
all but one or two fans on each plant. I think she's mentioned that this
practice increases individual bloom size but I may be thinking of something
else. She's growing these plants, though, in order to enter flowers in
shows, not to have a nice looking "drive-by" bed.
