The best time to prune Lavender is right after it blooms -- however, as
with all early flowering (on old wood) shrubs, you can remove any dead wood
any time of year, and if willing to sacrifice this year's bloom, or if you
absolutely have to get the plant back in shape, remove the oldest wood, and
branches crossing back through the center of the plant right now.
