Yes this is normal for the Liatris, I would cover it again to a depth of 1/4
an inch
the blazing stars tend to lose all roots over the winter and all that is left
is the rhizome. So when doing spring clean up it's real easy to pull the
entire plant out of the ground when pulling on the old stems.  So just replant
them and cover about 1/4 an inch. Most of these plants are tough and easy to
work with.
