What is a business license? All you need is to find a wholesaler who will
sell to you.
You can make cards on your computer if you want to have cards. They are
handy if you want a customer to remember you. They are not very expensive at
places like Staples.
Speaking from NYS you would be bypassing the sales tax buying wholesale (or
the wholesaler may bill you taxable if he wants to). Then you file a NYS
sales tax form stating your sales, what you collected and you give them the
money.
If you use your own name your do not need any permits. If you use a name
other than your own you need to register in a county here and pay a fee for
the registration. That is so customers can find you if you abscond with the
money! You can this for yourself, no lawyers needed.
You then operate what is known as a "sole proprietorship". If you do not
employ anyone then that is all you need to do. If you employ help you have
lots of other things to learn.
Your state cannot be any more difficult than NYS where there are more rules
and special taxes and problems for a businessman than there would be on Mars.
To give them a small (very small) piece of credit, there is an office that
advises any new business on exactly what is needed to startup in NYS. You
may have one of those.
A sole proprietorship that does not deal with any special law such as
water/air pollution, building permits, etc. can just go ahead. I hope you
