Weed control?

Weed season is upon us here in Southern California and I am determined to
handle it differently this year. What have you all found to be the best
way to control weeds? I don't mean prevent weeds -- I know that mulch is
best for that, but once those pesky annuals and perennials have sprouted,
what do you use? What great tools have you found to work best and where
did you get them?
