questions regarding hollyhocks and phlox

Greetings:  Last year I planted hollyhocks, and they just produced the green
plants; this summer most of them did the same thing, no blooms, just green
leaves; they were in sunny spots;

same with a phlox that I had transplanted:  it grew very nicely but never
bloomed; it was in a very sunny spot;

should I leave them where they are and hope to see flowers next year?
