bulbs planting time

I was given some bulbs for my birthday. I think they are daffs, the people
who bought them weren't gardeners. I also bought some crocus. I live in
the wet PNW actually not far from Duncan since I'm in Federal Way also. I
think we are in zone 6. The problem is that in my yard we have hard pan
about three feet down and the drainage is terrible. I'm afraid to put the
bulbs in now that the wet conditions will cause them to rot. I was
thinking it might be better to wait until just before we get to freezing
temps and plant then. Anyone have any thought one way or the other?
