Pests and Molds?

I live in northern Illinois and planted my first prairie plants this year
and most of them are doing very well. There are two exceptions. My
Butterfly Weed is slowly dying after only growing to about 5 inches and is
covered with numerous golden-orange bugs, about the size of a quarter of
the head of a pin. Are these bugs killing the plants and how do I get rid
of them? I also have a bluish gray film on my Black Eyed Susans, although
they seem to be doing fine. Should I do anything about that? Thanks for
any suggestions.
