Mulching around plants

My husband, the grunt laborer for my pumpkins, brought home bales of straw
to use around my pumpkin plants this year. I have not mulched in the past.
Any opinions on using straw? Do I place mulch all around the plant? Should
the vines be covered? It's still wet and cold up here in Maine! Cheryl
