Hi Karri, to answer you I would say:
1. Correct
2. First, is better but not strictely necesary; if you don't wait such a
long time, add nitrate when tilling. Second, yes for sure
3. Sure, anything of that kind will help cover crop compostage with
nutrients and microorganisms.
Good luck and pray for warm weather, is the best help to compostage
