Red Buckeye

A friend gave me a small bag of, what he called, Red Buckeye (Horsechestnut)
seeds which he had (recently) picked from the tree. They still have their
outer hulls on them.
Last year he gave me the bare "nuts" which had fallen on the ground. I
planted them immediately just below the surface of the ground and I had no
luck in their germination.
What is the procedure for taking care of, and germinating these seeds?
Any help will be greatly appreciated!
