Hello Kemberly,
I always soak Althea or Hibiscus seed for a few hours before planting. I
have very good germination results every time. They do not germinate well
for me in cool temps, either, so either use a heat mat, or plant them now
and hold them over until next Spring.

Yes, these are the same family. The white one sounds like what is commonly
called Rose of Sharon. It's a very common plant here in Texas. There are
different colors including white, light purple and pink. It's almost a
native, it grows so well.
Tip cuttings are tricky in the really hot weather unless you have a climate
controlled situation. An air conditioned house is OK. Just use standard tip
cutting methods with soil medium, not water, keep them moist and out of
direct sun and you should have roots in about 3-4 weeks.
