Welcome to Shadegardens!
You mentioned a "tight budget." One can buy many nice hostas at $5 or less/
division. Unfortunately, they do attract wildlife that you would not want to
attract--deer and rabbits. But of course bees would be attracted.
Try varieties of Ligularia to attract butterflies.
Monarda will attract hummingbirds and will grow in partial shade.
Various ornamental grasses, such as some Miscanthus ssp., will grow fairly
well in
partial shade and, I am told, will attract non-poisonous snakes.
