According to 'The Random House Book of Perennials' the Veronicastrum
sibiricum is a native of Japan, Korea, N.China, Sakhalin and E. Siberia,
it grows in grassy places in the mountains and plains, flowering in July
-September. This is the blue flowered veronicastrum. The Veronicastrum
virginicum is native of E.North America, from Ontario to Manitoba south
to Massachusetts, Alabama and Texas, growing in meadows, woods and
scrub, flowering in June-September. This is the white veronicasturm.
Having said that, I know personally that both have naturalized over Ohio
and grows equally well in standing water and high up on the driest of
clay banks.. As beautiful as they are, they multiply themselves by
underground runners and can become a nuisance if given half a chance.
After a rain or gentle watering with a hose, you can pull them up by
hand. So they are quite easy to eradicate from the flower garden. They
have colonized lake and pond sides in our area and are quite beautiful
in that setting.
