Actually, early spring, just as new growth is thinking about happening.
Or, you can move them in early fall - September probably - just as it
starts to cool down again. If you take a humongous root ball and water
them religiously, you can move them in summer, but you always lose roots
and that, combined with extreme heat is hard on the plants. Best to wait
until fall....
