Hi Clyde,
Of all the late blooming smaller Astilbes,the Astilbe chinensis types may fit your
bill. Here in Zone 7, Astilbe chinensis 'Finale', 'Intermezzo', 'Pumila' and
'Serenade' all finish at 12"-15" in July.
Many of the Astilbe simplicifolia hybrids, such as 'Aphrodite', 'Darwins Dream',
Snow Sprite', 'Inshriach Pink', William Buchanan(my favorite-- the foliage is
lacquered and tight) all flower July- August, and are from 6-10" in height.
