One to three years (usually) depending on how early a seedling matures.

In getting a Siberian? 100% Germination rate depends on so many conditions
it's hard to calculate.
Getting something worth registering? Depends on the parents... ;-)

Dividing a clump will give you more of the same. Dependable approach to
getting a named variety of proven value.

Starting your own crosses is frustrating, exciting, and always interesting.
Though most seedlings will probably be good only for the compost pile,
there's always a chance that you'll come up with something wonderful.
